Putin Holds Three Hours of Talks With US Envoys, No Breakthrough

Kremlin calls Putin's three-hour talks with Witkoff and Kushner highly useful but signals no breakthrough, as the envoys head to Kyiv to meet Zelensky.

US envoys Steve Witkoff and Jared Kushner met Russian President Vladimir Putin behind closed doors at the Kremlin on Saturday for talks lasting more than three hours, according to Russian state media. Kremlin aide Yuri Ushakov described the meeting as constructive, substantive and 'extremely frank', saying the Americans 'outlined a number of ideas regarding possible avenues for a settlement' without disclosing the details. A White House official called the talks substantive and said next steps would be announced in the coming weeks. The envoys flew out of Moscow soon after and are due to land in Kyiv on Sunday.

The friendly tone masked the absence of any visible progress: the Kremlin gave no indication of a breakthrough, and Ushakov repeated long-standing Moscow lines, saying Putin stressed the need to address 'all the root causes of the conflict' and cited Russian battlefield gains. According to Reuters reporting carried by the Union Leader, a source close to the Kremlin said before the trip that Putin still intends to capture the rest of the Donetsk region, and the Kremlin has called its demand that Ukraine cede four regions and abandon NATO membership 'unshakeable'. Ushakov also said economic issues and potential Russian-American projects were discussed in detail.

The talks came amid an unusual mutual restraint. Kremlin spokesman Dmitry Peskov said Putin ordered the Russian military not to strike Kyiv for three days because of the envoys' visit, following ten days of day-and-night missile and drone attacks that included a Friday strike on the SBU security service headquarters. Ukrainian President Volodymyr Zelensky said Kyiv was prepared to refrain from strikes on Moscow through Monday. Putin separately praised President Trump's persistence, saying he 'does not stop his efforts to help bring about a settlement'.

Both sides have intensified long-range air attacks in recent months while front lines remain largely static. Russia still controls about one-fifth of Ukrainian territory, and Ukraine has struggled to repel ballistic missile attacks due to a shortage of interceptor missiles, while targeting Russian refineries, oil terminals and warehouses, including those of online retailer Wildberries, to raise the cost of the war. Ukraine refuses to surrender land it has defended and rejects cession terms as tantamount to surrender, leaving territory and security guarantees — the issues the envoys' ideas may or may not have addressed — untouched in public.

The envoys' next stop is Kyiv, where they are set to meet Zelensky, who said he was ready for 'a substantive conversation'. Given Ukraine's airspace has been closed since the February 2022 invasion, it is not yet clear how Witkoff and Kushner will travel from Moscow to Kyiv.

An announcement is expected in the coming weeks as efforts to end the war gather pace, but the Kremlin's refusal to signal concessions, paired with Putin's confidence in achieving his goals, suggests the Moscow meeting was groundwork rather than a turning point. The Sunday meetings with Zelensky will be crucial in determining whether the latest diplomatic push can narrow the gap between Moscow and Kyiv, according to the Times of India. Both sides continue daily strikes on economic and military targets, keeping pressure on while diplomacy proceeds.
