Zelenskiy accuses Russia of violating the energy ceasefire Trump announced, as a Kharkiv power plant strike and new EU sanctions raise doubts.

What happened: a strike minutes after the promise

President Volodymyr Zelenskiy accused Russia of violating the energy ceasefire announced by Donald Trump, after a strike on a thermal power plant in Kharkiv.

Trump had blindsided Kyiv and European allies over the weekend by saying Kyiv and Moscow had agreed an energy ceasefire, and also unveiled a deal for Russia to supply hundreds of thousands of tons of diesel to the global market, with more than 1 million additional tons on the way.

Zelenskiy said he learned of the ceasefire from the media and is still waiting for details. Ukrainian officials said Russian attacks killed six people across two cities on Sunday, and Kharkiv's mayor reported at least 12 wounded in Monday morning attacks.

Why it is surprising: Trump leans on Kyiv, not Moscow

The deal drew sharp criticism from within Trump's own party. Sen.

Thom Tillis told NBC News' 'Meet the Press' that easing sanctions on Russia to release diesel fuel may be breaking the law, noting the Senate unanimously passed a 2022 ban on Russian oil imports that Congress has not changed.

'I do believe there's a legitimate case for saying the president's not following the law,' Tillis said, adding the deal 'absolutely will' put American lives at risk.

According to Reuters, the US threatened to cut intelligence sharing and PURL weapons purchases for Ukraine to pressure Kyiv, and Trump warned Zelenskiy he had 'better damn well stop' attacking Russian refineries ahead of November's midterms.

The evidence on the ground

Witness accounts from Kharkiv underline how quickly the ceasefire appeared to unravel. Nataliia Minka told Reuters that ten minutes after promises not to target energy facilities, five strikes had already hit, including Thermal Power Plant No. 5, which she watched burn with her child.

Zelenskiy said Ukraine carried out no attacks on Russian refineries overnight, but insisted Russia must stop hitting Ukraine's energy system if it wants Kyiv to halt refinery strikes.

French President Emmanuel Macron said he had seen no sign in the last 48 hours of Russia respecting any ceasefire, and Kaja Kallas said it was unclear whether Russia would stick to it. Moscow has not commented.

Stakes and what comes next

Zelenskiy says the ceasefire could still become 'a major step toward ending the war' if the US steps in to make Russia respect it, and offered to call elections if Vladimir Putin agrees to a 60-day ceasefire.

The EU is acting independently: ministers adopted nearly 1,600 new sanctions listings targeting Russia's military-industrial complex, more than half tied to ballistic missile production, Kallas said.

Zelenskiy rejected blame for diesel price rises, pointing to the Middle East war as the bigger factor. Tillis signaled he may tie his support for year-end funding to the dispute, saying he is 'not the only Republican concerned with this.'
