What Happened

President Volodymyr Zelenskiy told Reuters that Ukraine will "double down" on attacking Russian oil refineries in response to what he described as a new policy of airstrikes by Moscow designed to force people to abandon Kyiv and other cities. He said Ukraine's intelligence services obtained documents showing Vladimir Putin issued a "new doctrine" permitting attacks on a much broader range of civilian targets ahead of winter. Russia's defence ministry responded Sunday by vowing to intensify strikes on Kyiv and other parts of Ukraine, targeting military facilities, defence-industry sites and related infrastructure.

Why It Is Surprising

The vow defies direct pressure from Washington. Reuters reports that US President Donald Trump's administration has sought to revive talks to end the four-year-old conflict, and last month Trump urged Ukraine to refrain from hitting Russian oil installations, saying the strikes were sending global diesel prices surging. Zelenskiy nonetheless framed refineries as legitimate targets because, he said, they are "what gives money to them for this war." The escalation also comes as Russia's forces are losing ground in a key frontline region, according to Zelenskiy, making the timing of a wider air war striking.

The Evidence

Zelenskiy said Ukrainian intelligence saw documents that "allow them to attack infrastructure, logistics, and especially to attack in the cities, in the villages, everywhere, roads, schools, hospitals," with the goal of pressuring people to leave the capital. Over the past week, Kyiv has come under persistent drone and missile attacks on energy and telecoms assets, and Russia targeted the Dnipro river bridges for the first time; the Guardian reports Saturday attacks killed at least six people and damaged Kyiv's Northern Bridge. Moscow denies deliberately targeting civilians, and the Kremlin was not available to comment, per Reuters.

The Stakes

The escalation centers on Ukraine's economy and energy grid heading into winter. Zelenskiy told Reuters that Operation Vivaldi had recaptured about 140 square km of the Donbas, a setback for Putin, who says Russia must control the region in full before any peace deal. Ukrainian officials warn Russia has stockpiled hundreds of ballistic missiles ahead of an expected onslaught on electricity and water infrastructure; last winter, the worst of the war, strikes left swathes of the country without power and heating for days. Both sides deny targeting civilians.

The Countermeasures

Zelenskiy said Ukraine is racing to offset low supplies of 20 mm ammunition for the F-16s and MiGs that down roughly 60% of Russia's jet-powered drones. He said Kyiv is boosting jamming capabilities, will receive a first shipment of small, cheap air-defence missiles in the second half of October, and has deployed its domestically made FP-7 ballistic missile, with a range of about 250 km. He added that the longer-range FP-9, which maker Fire Point has said could hit Moscow, should be ready this autumn.

What Comes Next

Diplomacy continues in parallel. Reuters reports Zelenskiy said he would be happy to meet Putin for talks at December's G20 summit in Miami, but warned Washington against normalising ties with Russia without a return to peace; a proposed resumption of trilateral talks in the UAE still lacks a set date. Germany's chancellor Friedrich Merz arrived in Kyiv with defence executives, saying Ukraine "can continue to count on our help." Russia's defence ministry said the Ukrainian leader bears full responsibility for the new attacks.
